Accessibility statement

Common Measure is committed to making this website usable by everyone, including people who use assistive technology. This statement sets out where we stand, honestly, and how to tell us when we have got something wrong.

Our commitment

We build to meet Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, which is the standard referenced by Section 508 of the Rehabilitation Act for federal information and communication technology. Where WCAG 2.2 adds requirements, we build to those too.

We consider accessibility a requirement rather than a feature, for the ordinary reason that a standards body whose materials some people cannot read is not doing its job.

Conformance status

This website is partially conformant with WCAG 2.1 Level AA. Partially conformant means most of the site meets the standard but we have not yet completed a full independent audit, and we would rather say so than claim otherwise.

We intend to complete an independent accessibility audit before the 2027 launch and will publish the result here, including anything it finds.

What we have done

  • Semantic HTML with a logical heading structure on every page
  • All content readable without JavaScript
  • Text alternatives on all meaningful images
  • Color contrast meeting AA ratios for body text and interface elements
  • Full keyboard navigation with visible focus indicators
  • Form labels correctly associated with their inputs, and errors identified in text rather than by color alone
  • No content that flashes or auto-plays
  • Text resizable to 200 percent without loss of content or function
  • Page language declared, and layout that reflows to 320 pixels without horizontal scrolling

Known limitations

We would rather list these than have you find them:

  • No independent audit has been completed. Our assessment is a self-assessment.
  • Complex diagrams have text alternatives that summarize rather than fully describe them. Where a diagram carries information not available elsewhere on the page, tell us and we will add a full text description.
  • Documents linked from this site may not all be fully accessible. Where a PDF or dataset is not accessible, we will supply an alternative format on request.
  • Third-party embedded content, where it appears, may not meet the same standard as the rest of the site.

Alternative formats

If any material on this site is not accessible to you, we will provide it in an alternative format at no cost and without asking why. That includes the specification, the vocabulary and any published data.

Reporting a barrier

If you encounter something that does not work for you, tell us. Include the page address and what happened, and we will respond within five business days with either a fix or a timeline.

Reports of accessibility barriers are treated as bug reports, not complaints.

Formal approach

This statement was prepared in September 2026 using a self-evaluation against WCAG 2.1 Level AA. We review it at least annually and after any significant change to the site.
